The Independent Monitoring Mechanism (IMM) reports on whether disabled people's rights are being upheld in New Zealand. It is made up of three organisations; The Ombudsman, Human Rights Commission and Disabled People’s Organisations Coalition / DPO Coalition.

The report looks at what the government is doing to improve disability rights, what they could be doing better and any gaps.

The report looks at the following key areas:

  • Obligations under Te Tiriti o Waitangi / The Treaty of Waitangi
  • Poverty
  • Equity and access during humanitarian crises
  • Integrity of the person
  • Equality, non-discrimination and access to justice
  • Accessibility and independence

Cross-cutting issues across all themes are:

  • Lacking and inconsistent data collection and use across agencies prevents momentum
  • Concerns remain about participation of disabled people in decision making
  • Lack of cross-agency cohesion and ownership of the Disability Convention is a persistent barrier

“Listening to disabled people is the first step in understanding their needs.  Not listening is a recipe for failing disabled people, again,” says IMM Chair, Dr Godfrey.
